That's not always being returned for me. When doing this in Flink SQL client on 
1.16.1:

After starting SQL Client:

{code:sql} select TO_TIMESTAMP(FROM_UNIXTIME(0)); {code} 

Returns:

| 1970-01-01 01:00:00.000

After that, running:

{code:sql}
SET 'table.local-time-zone' = 'Asia/Shanghai';
select TO_TIMESTAMP(FROM_UNIXTIME(0)); 
{code} 

Returns:

| 1970-01-01 08:00:00.000

That looks correct to me.
