I try to use `MiniClusterExtension `and find that speculative execution
related configuration was lost in `AdaptiveBatchSchedulerFactory` by
`StreamExecutionEnvironment#config(...)` or
`StreamExecutionEnvironment#getExecutionEnvironment(...)`. I suspect some
configurations are lost in `TestStreamEnvironment#setAsContext(...)` or
`StreamExecutionEnvironment#config(...)`. Can you have time to take a look for
me?
