TaskManagers belong to the whole session cluster, not individual jobs. It is 
possible that a TM has multiple slots that are used by different jobs. In such 
cases, which job's configuration should be used?

In order to achieve what you described, we would need another resource 
management mode for session clusters, that each TM can only be used by 1 job 
(or a predefined group of jobs). This would be a quite large and fundamental 
change and would require more thorough discussions and a FLIP process.
