[~yunta] due to multiple switches of my employer this effort had to be paused.
Currently missing are:
* Test infra across Flink releases including restores from savepoints.
* Documentation with limitations and guarantees.
* DataStream API integration into compiled plan.
It is likely that I (or somebody from my team) can continue the first 2 items
for Flink 1.17.
