While migrating from Flink 1.13 to Flink 1.16, I found that flink with the
delta sink pipeline is not writing data to the filesystem on savepoint while it
does in checkpointing. Savepoint and checkpoint behaved the same in Flink 1.13
but in Flink 1.16 Savepoint is not acting the same as a checkpoint in the case
of Delta sink.
