StreamingJobGraphGenerator#testTransformationSetParallelism fails if it is run
in an environment where the default parallelism is 10:

but was: 2
Expected :3
Actual :2

The fix is trivial, we need to make an implicit assumption in the test about
paralellisms explicit.
