In https://issues.apache.org/jira/browse/CALCITE-4499 there has been done an
optimization.
Since Flink has it's own copy of slightly changed {{FilterJoiRule}} this
optimization does not come with 1.28 update.
The idea is to apply this change to {{FlinkFilterJoinRule}}
