## What is the purpose of the change Fix error kafka partitionDiscoveryIntervalMs checking for noMoreNewSplits. This PR has been approved in [PR-22901](https://github.com/apache/flink/pull/22091) just becanuse kafka connector will be migrated from Flink main repo to here.
