## What is the purpose of the change
This PR aims to fix the issue FLINK-31884. The details can be found that the
ticket description.
## Brief change log
Make `ExecNodeBase#getContextFromAnnotation` return `context` when
`isCompiled` is `true`.
## Verifying this change
The issue can be reproduced by rolling back the changes made on src and
running the test `ExecNodeVersionUpgradeSerdeTest`. The change can be verified
by applying the changes made on src and running the test again.
