thanks for volunteering however it would be much better to understand first
what this task is implied...
E.g. what is expected behavior, since it is not a part of SQL standard it it is
not obious? What other engines provide regarding this.
Also why this name?
e.g. snowflake[1] and postgres[2] provide {{ARRAY_CAT}}
why should Flink have a different name?
