(pending testing) For 1.18 we could continue using 2.12.7 in prod, but bump
this on CI for Java 17 to 2.12.15 (and disable the Scala compatibility tests).
That could work, provided that Scala 2.12.7 _runs_ on Java 17. If it doesn't
we'd need to at least bump the Scala version in the table planner.
