Description: For {{restart-strategy.xxx.delay}} and
{{restart-strategy.failure-rate.delay}}, the document indicates that they are
the delay between two {{consecutive}} restart attempts, but in fact
{{jobmaster}} must wait for such time every failover. Even if restart has never
happened before, or it has been a long time since the last failover. From the
user's perspective, maybe the behavior in the document is more in line with
expectations。 (was: For {{restart-strategy.xxx.delay}} and
{{restart-strategy.failure-rate.delay}}, the document indicates that they are
the delay between two {{consecutive}} restart attempts, but in fact
{{jobmaster}} must wait for such time every failover.)
