FLINK-32468 introduced Apache Pekko as an replacement for Akka. This involved
renaming classes (besides updating comments). {{AkkaOptions}} was the only
occurrence that wasn't renamed as it's annotated as {{@PublicEvolving}}.
This issue is about renaming {{AkkaOptions}} into {{PekkoOptions}}.
