Description:
Some rules for working on the GHA migration collaboratively:
* We should create subtasks for concrete issues we identify in the GHA
workflow runs upfront. This allows us to document the causes of the problem in
Jira
* We should squash commits for now to identify the correct GHA workflow of a
change. Force-pushes lead to GHA workflows having the same title (from the
most-recent commit). Use the Jira issue prefix in the commit to group changes
together.
