    [FLINK-5033] [cep] Advance time with incoming watermarks at CEP operator

    Before the time was only advanced if the CEP had some events buffered. If 
the priority queue
    was empty, then an incoming watermark did not advance the time. This led to 
missing timeouts
    and pruning possibilities. The PR fixes this problem.
