## What is the purpose of the change
Relying on the Maven wrapper reduces redundant code (we don't need custom
Maven installation logic with that one). I came across this issue when working
on FLINK-27075 and realizing that the default GHA runners don't have Maven
installed (or at least the expected version was missing).

* Updated `tools/ci/maven-utils.sh`
