## What is the purpose of the change
*(For example: This pull request makes task deployment go through the blob

This pull request move InternalKeyContext classes from
org.apache.flink.runtime.state.heap package to org.apache.flink.runtime.state
package.
## Brief change log
- move InternalKeyContext and InternalKeyContextImpl to
org.apache.flink.runtime.state package.
