Release Note: Flink 1.19 makes a series of improvements to
exponential-delay restart-strategy, including: optimizing the default values of
related options, support for max attempts, and solving the issue of inaccurate
attempts in region failover. After these improvements, Flink 1.19 uses
exponential-delay restart-strategy as the default restart-strategy.
