[~pnowojski] Really appreciate for your valuable inputs! I see now where the 
description is confusing, the problem occurred after I changed the 'Clone the 
ticket' to 'Create a new ticket'(because I found non-committer can not modify 
the 'Assignee' of the new cloned ticket).
And as you mentioned, we can't create a sub-task from the current ticket(should 
create from the parent umbrella ticket).

Since the rules have been finalized this time and changing them now could bring 
more confusion(we will discuss it after the release completed, to find a more 
convenient and clear way to do it), I've revised the process description 
according to the points you mentioned, can you help check if some place still 
not clearly? Thanks again
