I have tested this change on 1.18.0 in same conditions as reported in [FLINK-28693](https://issues.apache.org/jira/browse/FLINK-28693?focusedCommentId=17815957&page=com.atlassian.jira.plugin.system.issuetabpanels%3Acomment-tabpanel#comment-17815957) and it fixes the issue.
