## What is the purpose of the change
We're still seeing test instabilities here if the machine is slow because
the release could be trigger resulting in the completion of the
`releaseResourceFuture`. We're checking this before the assume call which would
result in a failure.
## Brief change log
* Moves the assert down and adds another check earlier to make the purpose
of this test clearer
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.
