Thanks for addressing my comments @shuai-xu.
What you could do is to base one PR on the other PR that is not a problem.
Then, the second PR can depend on the first one. But the first PR should be
self-contained. Splitting them where each one of them has a dependency on the
other is not ideal because then the tests cannot run through and merging one of
them would render the flip-6 branch not compilable.
