IIUC, the `FileMergingSnapshotManagerBase#couldReusePreviousStateHandle`
should return `false` when it encounters an instance other than
`SegmentFileStateHandle`. Right?

IIUC, should we do more check on the second checkpoint? For example, does a
new job can restore from the second cp, indicating it is complete?
