PyFlink relies on Apache Beam <v2.49.0, and this version of Beam relies on
numPy <v.1.24.1 (numPy is currently at v1.26). Apache Beam is up to v.2.57.0,
and it is up to date with numPy and other various python libraries. So it would
be helpful to update the Apache Beam version used in PyFlink.
