## What is the purpose of the change
StateTransitionManager's initialization time is based on the same time
coming from the AdaptiveScheduler
## Brief change log
- `AdaptiveScheduler` holds a time supplier and propagates it to states,
- `DefaultStateTransitionManager` sets the initialization time in a
constructor from the provided time supplier
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.
