This is blocked by localstack and Kinesalite not supporting Kinesis API using
StreamARN.
We would prefer to not change the way we call Kinesis API to include StreamName
to fit the test limitations. Kinesis uses the StreamARN to optimize calls to
the right cell to reduce latency.
