Description:
JIRA https://issues.apache.org/jira/browse/FLINK-36310 and pull request
https://github.com/apache/flink/pull/25348 have removed per-job mode.
However, the SQL Gateway does not currently support application mode, so we
need to temporarily restore the per-job mode.
