`createJobCheckpointingSettings()` should happen after setting
`ENABLE_STATE_CHANGE_LOG`.
I prefer to let the generator explicitly call
`createJobCheckpointingSettings()` in the end of
`setBatchStateBackendAndTimerService()`.
