## What is the purpose of the change
Since the adaptive join requires determining the actual join operator at
runtime, we introduced the AdaptiveBatchSchedulerFactory to implement this
functionality.
## Brief change log
- *Move the PlannerModule to the flink-table-api-java module so that the
planner code can be accessed by the runtime.*
- *Introduce AdaptiveBatchSchedulerFactory to support dynamic generate
join operator at runtime.*
## Verifying this change
This change added tests and can be verified as follows:
- *Add IT and UT cases to verify the correctness of injecting the Adaptive
Broadcast Join operator and generating dynamic join operators.*
- *The proposed changes will be tested for correctness and stability in a
real cluster.*
