The idea of the JobResourceRequirements API is to allow changing the resource profile of jobs. Users expect lower resource requirements to result in fewer TaskManagers, which isn't the case with the fan out strategy. We may keep the fan out strategy for session clusters, but I'd be in favor of changing it for application clusters.
