While working on https://github.com/apache/flink/pull/25635, I hit [FLINK-25082](https://issues.apache.org/jira/browse/FLINK-25802). This is a WIP to show how the code generation could be fixed for a TIMESTAMP(3) column. I imagine there is a better way to address. The only verification is via completing the remaining OverAggregateTestPrograms to the associated BatchRestoreTests.
