## What is the purpose of the change
Currently, the user function of `KeyedProcessOperator` would manipulate
state in `snapshotState` (e.g. flush cache into state), which should be
included in the checkpoint. So we should drain these state requests before
snapshot the keyed state.
## Brief change log
- Add a drain after `userFunction`'s `snapshotState` get invoked.
## Verifying this change
This change is a trivial rework without any test coverage. We will add a IT
case when the udf operator with async state in Datastream api get built.
