`DefaultValidator` is a class of `flink-kubernetes-operator` module. It
doesn't work for Autoscaler Standalone or other scenarios. Could we validate
autoscaler related options inside of `flink-autoscaler` module? and call it in
`JobAutoScalerImpl#scale`?
