## What is the purpose of the change
We have identified a need to process full data from an iterator, but the
current async partial loading interface is not user-friendly. Therefore, this
PR provides a utility to convert the future of `StateIterator` to `Iterable`
for the convenience of the user.
## Brief change log
- Add `StateFutureUtils#toIterable`.
- Change `AsyncStateWindowJoinOperator` to apply the optimization.
## Verifying this change
This change added tests
`AbstractStateIteratorTest#testPartialLoadingWithConversionToIterable`
