Should be the changes of https://issues.apache.org/jira/browse/FLINK-35600
that caused additional backfill phase even if the lowWatermark is equal to
highWatermark, and the backfill phase will wait until an event after the
highWatermark occurred.
To fix the case, we should skip the backfill phase when the lowWatermark is
equal to highWatermark. But If we don't revert this change, waiting in the back
fill phase should be unavoidable.
