   ## What is the purpose of the change
   
   `state.backend.type` exists in the state SQL connector as well as in 
`StateBackendOptions`. At the first glance it seemed better to define it in the 
connector too as a required parameter but it has turned out that redundancy is 
rarely a good idea. As a result in this PR I've just removed the state SQL 
connector config and one can configure it in a single place which is Flink 
configuration.
   
   ## Brief change log
   
   Removed confusing and duplicated state.backend.type config from state SQL 
connector.
   
   ## Verifying this change
   
   Modified existing tests.
