After some discussion on the [mailing list](https://lists.apache.org/thread/nr1mmzgtnp7g1w76s60dkb6jvobqyfnt), it seems like theres a decent consensus for just dropping 3.8 support, and not deprecating it first, since we're already 6 months out of EOL.
