URL: https://github.com/apache/flink/pull/26832

   ## What is the purpose of the change

This PR migrates DummySource and FailOnParallelExecutionSource in
ReactiveModeITCase from the deprecated legacy SourceFunction API to the modern
FLIP-27 Source API.

   ## Brief change log

   - Removed DummySource class that implemented the deprecated SourceFunction
interface
   - Removed FailOnParallelExecutionSource class that implemented the
deprecated RichParallelSourceFunction interface

   ## Verifying this change

This change is already covered by existing tests in ReactiveModeITCase:
     - testScaleUpOnAdditionalTaskManager() - verifies reactive scaling up
works with new source
     - testScaleDownOnTaskManagerLoss() - verifies reactive scaling down works
with new source
     - testJsonPlanParallelismAfterRescale() - verifies job graph parallelism
updates correctly
     - testScaleLimitByMaxParallelism() - verifies maxParallelism=1 constraint
is enforced

All tests pass, confirming the migration maintains the same behavior for
reactive scheduling functionality.
