I think FLINK-38719 (displaying the assigned task num for each TM) is the bare
minimum we need to do here. If resource utilization can also be shown that's a
nice bonus.
IMO if we do not need to change any public API interfaces to get this data out
to the frontend, it won't require a FLIP, cause on the frontend side, we just
extend an already existing page a bit.
