Similar as the finish method in the Java TableFunction, see
https://issues.apache.org/jira/browse/FLINK-29406 for more details.
Have received similar requirements from users for the Python TableFunction.
They'd like to do remote predication in the Python TableFunction and want to
batching the requests to improve performance.
