## What is the purpose of the change
There are 2 issues
1. As mentioned above `flink-tests-java17` was skipped while java 21 buld
2. Default build tasks are running with java17-target which means that it
will not detect any java17 syntax added.
The PR sets source to 11 for that profile to fail fast in that case
