On the currently released versions, the RAT license plugin is only defined in
the {{pluginManagement}} section, which means it won't be executed in the
downstream projects by default in the verify phase, only when the plugin check
is explicitly called.
To make sure license check is executed in any connector by default, we should
include the RAT plugin under {{build -> plugins}} as well.
