## What is the purpose of the change?
This PR adds support for the `ALTER VIEW SET WATERMARK` SQL syntax in Flink
SQL, allowing users to specify watermark strategies for views after creation.
## Brief change log
- Add new AST node `SqlAlterViewSetWatermark` in Parser layer
- Add new Operation `AlterViewSetWatermarkOperation` in Planner layer
- Add new Converter `SqlAlterViewSetWatermarkConverter` to translate SQL to
Operation
- Update `Parser.tdd` to include new SQL node import
- Update `parserImpls.ftl` to support new SQL syntax parsing
- Register new converter in `SqlNodeConverters`
## Verifying this change
This change added tests and can be verified as follows:
- Added test SQL file `test_alter_view_watermark.sql` with multiple test
cases
- Manually verified the following SQL syntax works:
```sql
ALTER VIEW my_view SET WATERMARK FOR event_time
AS event_time - INTERVAL '5' SECOND;
```
