Summary: Idle source splits are picked by watermark alignment

A split might emit watermarks into the future and then turn idle.
Alignment check might incorrectly mark it paused, which will cause the warn
"Split marked paused while still idle" to be logged.
As allowed watermark advances, the split might be resumed, and be shown as
active by the split metric, while should still be considered idle.
