[~Sergey Nuyanzin] Not on the same level of priority, but I was wondering if we 
can have the setting to stop the prior flink bot run midway if a new commit is 
pushed. Currently, when a new commit is pushed, the running CI runs and then 
the newer one is picked up. If we stop this behaviour, it may help with 
releasing some CI time as well. WDYT?
