Review Comment:
   > SavepointFilters.extractValue() calls literal.getValueAs(cls) where cls is 
derived from the column's own DataType.getConversionClass(). This means the 
bound is already normalised to the exact Java type of the column
   
   The bound is not automatically normalized to the type of the column. If a 
query `SELECT k FROM int_state_table WHERE k >= 3 AND k <= 7` is executed, 
`SavepointFilters.extractValue()` will be called on `ValueLiteralExpression(3)` 
and `ValueLiteralExpression(7)`, and 
`literal.getOutputDataType().getConversionClass();` will return 
`java.lang.Integer` for them. If `k` is not `INT`, the comparison will fail. 
Without `BoundComparison`, users would have to write explicit casts in their 
`WHERE` clauses.
   
   You're right about the correctness though, I will work on retiring 
BoundComparison and providing `Comparator<Object>` to `RangeKeyFilter` based on 
`DataType`.
