Environment: flink-s3-fs-native was shipped to flink-binary opt, but
it was not included in the pom dependencies of flink-dist. This resulted in the
failure of the `Build snapshot binary release` stage in the nightly CI, and our
snapshot binary package has not been successfully uploaded for a long time.
