Description:
Follow-up to FLINK-39477, which adopted AI-assisted contribution guidelines for
the main apache/flink repository and noted that other Flink-project-owned
repositories should create related follow-ups.
For the Flink Kubernetes Operator:
- Add the "Was generative AI tooling used to co-author this PR?" disclosure
section to .github/PULL_REQUEST_TEMPLATE.md (disclosure checkbox, Generated-by:
line, ASF Generative Tooling Guidance link).
- Add a root AGENTS.md providing guidance for AI coding agents working with
this repository, adapted from apache/flink's AGENTS.md (Java 17, plain mvn, no
Scala, CRDs as the public API surface; operator/observer/reconciler
architecture).

.github/PULL_REQUEST_TEMPLATE.md, mirroring the one in apache/flink.
Contributors disclose AI tooling by checking the box and filling in a
Generated-by: <Tool Name and Version> line, and remain responsible for the
correctness of every change regardless of tooling used.
