Apache Flink currently uses Apache Parquet 1.15.2 in the formats module.
This ticket proposes upgrading the Parquet dependency to 1.16.0.
The change is intentionally limited to the dependency version bump and does not
introduce any behavior changes in Flink's Parquet format implementation.
This upgrade also provides a newer Parquet dependency baseline for possible
follow-up work discussed on the mailing list.
