* Implement the DataStream part and the core runtime of the standalone MariaDB
CDC connector proposed in the parent issue.
* This sub-task introduces `flink-connector-mariadb-cdc`, including MariaDB
binlog reading, GTID handling, checkpoint recovery, and DataStream API support.
* The implementation should reuse the existing MySQL CDC snapshot and source
infrastructure without modifying the `flink-connector-mysql-cdc` source code.
